acn - I think that would kind of backfire as well.  lets say I am a mid major out in the middle of no where with a 4 star recruit within 20 miles.  with the current set up (if willing), i could put all my budget into him and possibly fend off a few of the farther away schools.  but if everyone pays the same, there is no way i could win this guy at a mid-major

i think minor adjustments could be made, but believe the concept of the current scale is correct.

lets take a 5 star #1 ranked overall recruit that lives in southern california.  why should the east coast schools get to pay the same as UCLA, USC, or any other local team for home visits and campus visits.  obviously, the local coaches can drive to see the kid on a scouting trip, or to a home visit, and even drive the kid in for a campus visit.  the east coast schools are flying cross country, staying in hotels, etc.

the model is in place, it may just need some adjusting.

Agreed, glen. But something else to think about - a 5 star from Compton IRL will be more IMPRESSED with each visit he gets from UConn, for example, than he would from USC. I mean, if you're USC, you'd BETTER practically be living in the guy's family room. Right now each visit counts the same (plus a prestige factor), but in reality if a coach was traveling from the state of Washington to Florida even just once or twice, it would be more impressive to a recruit than 2-3 visits from the the Gators.

Of course, just saying that I'm not opposed to it.  Also, I wouldn't reduce it to the point that it didn't matter, but to the point where teams could extend their reach a little more.
What about setting a Cap on Maximum for a Home Visit, Campus Visit or scouting trip.

For example recruits over 800 miles Maximums could look like this;
  1. Scouting Trip Max $500
  2. Home Visit Max $ 800
  3. Campus Visit Max $1200
I can't remember the multipliers off hand so please don't flame.

One thing I never understood why the difference between the cost in Scouting Trip and a Home Visit? You are basically traveling to their hometown or area to watch them play. Why would it cost 25% more in your budget to walk across the street to the recruits house? Also, wouldn't it make more financial sense for a D3 school to do a home visit at the same time as the scouting trip to save money?

I like the point about whether it would make more financial sense for a D3 school to do a home visit at the same time as a scouting trip.  Similarly, if I'm scouting two different players in the same area (say within 50 miles of each other), wouldn't it make sense for my cost to be less if I scheduled them both for the same trip?  I think most coaches would try to consolidate their scouting trips to save on costs.

rather than tinker with the recruiting costs, the better solution is to enhance the modifiers to recruiting effort

we currently have favorite school - which is rare and has little effect

and near or far or dont care - which has little effect

make those more common and create a range of effects - some kids where the "stay near" effect is very big - like it doubles the effect of recruiting effort within say 100 miles - others stay small effect - and the opposite

and, in some future version ADD more modifiers

wants cold climate
wants warm climate
wants city school
wants rural school
wants suburban school
wants good education
doesnt care about education
wants parties
doesnt care about parties
