Because they aren't realistic as stand-alone sets, particularly fastbreak. Even the most aggressive teams in college basketball have an offensive set to fall back on if their fastbreak doesn't lead to a good look. No team turns every made basket into a fastbreak attempt and forces up a quick shot every time down the court with no sets. There are a handful of teams (none in D1, but a few in D2 and D3) that press extensively, but you could count them on your fingers and even those few have a man or zone defense to fall back on when they have a big lead in the 2nd half.
