There are so few battles in DIII that I prefer to jump on my pulldown targets immediately. Here's my general strategy:

Before recruiting starts I identify maybe 30 or so potential targets based on my team needs for that recruiting class. During the first cycle of recruiting, I send each recruit one phone call and call their coach once. This will allow you to pare down your list to identify only the players who will talk to you. Then the players I want the most I will use a couple SVs on, and after that will immediately jump on my favorite  2 or 3 guys to get them considering me.

To get a DII guy to consider you, you can often do it with 10 SVs and a scholarship offer. If 10 SV aren't enough, keep using groups of 2 or 3 SVs until they consider you. Once you're on their considering list, you don't have to recruit them anymore unless another school shows up on the list.

You should absolutely be recruiting DII players, correct. You can't be competitive recruiting DIII players.
I wouldn't disregard players in your division so quickly. D3 teams should look at what players there are in D3, and D2 should look at whats in the D2 pool. There might be a high potential player that start with 400 rating and finish at 700. Think about the thread with those ridiculous D3 players rated 700-800. Those guys are D2 players that should have been taken by D2 teams but instead, slipped through teh cracks as the D2 teams were too busy pulling down.

maybe I should have said that you won't be competitive recruiting *only* DIII players.

you need to send the scholarship along with those scouting evals. Usually 10-15 evals is enough to get a higher division kid to consider you. If you've offered the ship and used the evals to pull him down and you become the only school he is considering, you won't need the HV and CV, just wait for signing. If someone else comes along and tries to take him away, then you'd decide if you want to battle, and you'd use HV and/or CV to do that...

ETA: In other words, basically see what was already posted upthread - I need to read better I guess...

ok, but in terms of how I described it above, with continuous scouting trips.....should I be doing something differently?
You get full value if the player accepts the HV whether he was previously considering you or not.  He's obviously more likely to accept it if he's already considering you, but it's by no means set in stone that he'll reject if he's not.

after 12 Scouting trips and a scholarship he's still not considering me , but the last couple say "he kept staring at me, he's seems to be really high on Upper Iowa"

and i'm out of money....is there a chance this guy will sign before signing ends tonight, or is there no chance?

Thats how you pull them down, but once they consider you there is no need to do any visits or anymore effort unless another coach is on him too. If hes considering you and only you he will sign. No need to waste more cash
