I rarely have to use more then 10. If I am poaching from a sim It usually takes 20 to get him to consider me. Dont be afraid of sims they are easier to figure otu then humans. There are no surprises with sims. For me the avg is easilly 10 evals. If someone else is doing the same as you it increases the amount needed but almost always 10 is it for me.
In the past this has been my experiance as well. If another school is also trying to pull him down you will see an increase in number needed. I have spent 20-25 and not been able to pull the kid down and I have spent 5-8 and gotten the pulldown.
