i don't think this idea prevents you from "picking your poison" jbrew - if you had to spend 2 evals on a guy and he was 500+ miles - let's say it cost $500-$600 just for that one guy, if he ends up with bad potential, i'd say you just took some serious poison.  i just gives you another poison to pick really.

Well put. Exactly.

The system the way it's currently set up just doesn't make any sense in this particular area. This idea would be an improvement, both logically and in game play.

I'd be pleased with these ideas

The simplest version might be to have the first eval be a random set of skills and then further evals cover skills that remain, until one is assured that 3 or 4 evals will cover all skills.  Random in what order they get covered.  Easier than a user interface I think
