How does it save a bunch of $10 phone calls. All you need is one $10 phone call. If he says:
"I spoke with David Piatt and he told me straight up that we're a backup option if his top schools don't come through. Let's keep him on the 'maybe' list."
Or
"Hey coach, honestly, Transylvania is a fallback option for me at this stage. Just being honest - honestly. Keep in touch. Seriously. Do it..do it."
Or
"I called David Bartlett 10 times, left 4 messages, before he finally called me back. He's pretty sure that he's going to get an offer from a 'big time program' but we are an option for him if that falls through."
This means he can be pulled down.
If he rejects phone call, or says the following or says something like "coach stop calling me, slam!" "if this is anyone other than _____ university, please feel free to leave a message" or if your asst coach tells you "_____ is more excited about a pair of underwear than us, I think we should move on" then this player cannot be pulled down.
I don't know why you would keep sending phone calls to the same player. If you have 10 potential pulldown target, are you going to spend $1000 and offer 10 scholarships to see if they can be pulled down? That's a hefty cost.
