I'd rank them:

1. Hawaii (even when they get good recruits, the chances that they have the prestige to hold onto them vs. outside A+'s makes it tough with a B- baseline to start)
2. Virgina Tech (I've rarely seen anyone put in consistant success at VT primariy because they are at a prestige disadvantage all around them)
3. Arizona State (Just hard to get enough good recruits in a sparse area shared with an A+ baseline school).

Then you can throw in your favorite B- baseline school in a BCS conference (Colorado and Fresno St would be the best situated of the B- schools.)
