I am assuming you meant highschool and college, not really a bad idea, you take guys out of college who have less time to develop, but should have higher ratings to start with due to the 'formative college years', with better access to training and coaching. 

I could see that, you could still incorporate the variation with a slider that would lean your scouting towards 'college' vs. 'high school' players.
