In theory you shuold be able to recruit him. Since recruiting is effed up though and CS refuses to acknowledge it, IMO anytime you recruit anyone (and by "you" I mean everyone no matter what prestige) without sending a call first to test the waters you take a risk of losing your investment.

One of the threads about this was I believe by the coach of A+ Duke who lost out coz the kid refused to talk to him but accepted a bunch of home visits. In my mind if it can happen to an A+ it can happen to anyone.

Yep, looks like you are right. Just had a 540 rated player, ranked #130 at his position reject all my efforts. At least he was kind enough to not accept my CVs and return my money.

I disagree with the "1 opening" part.  I actually think it's easier when they have more openings.  The only way it can be done is when the recruit isn't a top priority.  Usually that happens only when the sim is recruiting more than one person.
Without ever having tried this I would agree to this as well, the more openings they have the more spread around their money is, if they only have 1 opening and are actually recruiting someone right off you are going to be up against almost all of their money right away.
