It used to be that 80% was enough but it has been 90% for a while now.
I am pretty sure this is different for different players.  Some are more forgiving.

I personally never promise unless I really need to start the guy, so he usually gets to start every game if I promise him.  But I have heard some guys are OK at 80% and others need more.
