There's probably about 5 free agent pitchers available for 1 mil at the end of FA every season that are better than this guy

Right. He has an ERA near 5.00 in AAA... its not going to get better in the majors (unles you are fielding a bunch of 1B at AAA...)     

part of that era is because he is in Dover AAA, which is +4,+4,+3,+4,+4.  None of my pitching prospects ever look good at that level, and all of my hitters look amazing.  Dover ML field is not very batter friendly, being that it is: 0,+1,0,+1,+2, which is much more nuetral.

With that, I hate my AAA field.  It skews numbers way to much, I wish there was some way to change it.

He's going to be better against RHB(because he's RH) than Hardball Dynasty – Fantasy Baseball Sim Games - Player Profile: Oleg Duncan.   In a neutral park while facing just over 700 RHB, Duncan has an OAV of about .260, OBP of .325 and SLG around .380.  Your guy will walk more and strikeout less.   And, because of ballpark, give up more HR.     Duncan has over 200 IP and a ERA just under 4.    As I said before, your guy will be OK as a cheap long relief innings eater.  Once he asks for 1m, cut him loose.
