Puerto Rico is not at all involved with my point, so I'm going to ignore that part of your post for the time being.  Why should linking the recruit distribution to school distribution not be done?  You don't think that makes for a better recruiting process than having it be random?  In general it makes sense for the game for recruits to be in a place where they can be appropriately recruited.
Pretty sure there aren't any D1 schools in Puerto Rico, yet just two seasons ago I recruited the #1 SG (#1 overall player) out of Puerto Rico.  A couple of seasons before that I got the #5 PF (who went EE) out of Puerto Rico.  So if Alaska, North and South Dakota never have D1 recruits because they have no D1 schools, why should Puerto Rico be "generating"  these high profile recruits?
