I assume you are talking about not pulling down, as in the guy just gives you a response that he can be recruited right then rather than a backup response.
In that case I typically offer a CV and scholarship, that is usually enough but not always. You can get away with less, maybe a HV or 2 based on price and a scholarship.
Typically that will get the player to consider you, it won't hold up in a battle as it is not much effort, but it normally will put you on his considering list which may keep other teams away, especially in D3.
