And frankly for some times it might make sense to tank their way out of the playoffs for a shot at landing the top pick.
I think they could tier the structure and run the lottery for two groups of 7 and while not making it totally even make the percentages much closer. Something like 23, 20, 17, 14, 11, 8, 5 (with the fractions to make up the difference). So if you finish with the worst record you have an approximate 23 % chance at getting the first pick and if you finish 7th you have an approximate 5% chance. Do the lotto for picks 2 and 3 also. Have the same percentages for 8 through 14, for getting the 8th, 9th, and 10th spots.
