How important do you all find that extra year of control. Would you base a players path off of having as cost controlled as possible when he reaches his potential? Or is it better to bring them up to the ML when they haven't reached the height of their projections...

Not very.   Player decline is pretty standard.   If you bring a position player up at 22-23, you'll have him under contract control for all of his peak years.   Pitchers hold their value longer but there's no sense in waiting until they're 25-26 to bring them up.
