do all players have to be drafted

scrubs should only be used if you can't hit minutes. an example would be my team. I can't draft a 12th and reach minutes, therefore I need a scrub. If you have 16-17K minutes and two picks left, what is stopping you from drafting another player and then carrying one scrub? If you have enough minutes and picks remaining, you obviously don't need a scrub. My understanding of it was that they'd only be used in the event that someone couldn't fill minutes.
