It's partially true. If fd's statement is limited to "there is no function that allows a coach to specifically search for transfers or jucos", then that is true. I'd like to see that changed.
Two separate issues though: Jucos exist from the beginning. California, as ever, is rife with them. When you scouting service a state at a division level, the juco players will be found. Same as everyone else, a juco might also attend a public camp, private camp, or be found in your assistant coach search.
Transfers do NOT exist during in-season recruiting! They transfer at the close of the season and only become "discoverable" at the beginning of the 2nd recruiting period (post-season). It is possible to find them via assistant coach searches limited to "new" players. Admittedly, that's random, but if you've already scouted all states within 200 or 300 miles at that division level, then the only remaining undiscovered players in that field should be transfers. At range, I've no good answer for how to discover them initially. Clearly, however, if you want to find and sign a x'fer, then you need to preserve some scouting budget (not just recruiting) for period #2.
So, x'fers randomly contact 50 "local" schools (or something like that) at the beginning of postseason recruiting. That particular bandaid is nice, but I think insufficient. The quality of players transferring will certainly be closer to what we are used to than what occurred in Beta, but it's really hard to predict how it will shake out.
I don't disagree that finding transfers is random if they don't contact you ... but finding all recruits with the AC Scouting is random (not just transfers) if you don't use FSS.
In a game where you HAVE to discover recruits before you can recruit them, giving away transfer recruits for nothing seems like cheating.
Maybe they should add a 'Discover Transfers' paid for FSS service where people can specifically look for them (if they want) in the second period.
Or, I guess they can become discoverable to everyone for free .. but I don't really like that as I think discovering recruits adds something very special to the game. Of course, I know other people absolutely hate the discover functionality. To each his own I guess.
Maybe an "Only Find Transfers" checkbox and you pay for only the number you find (like a local camp now) .. when you send a AC Scout to discover recruits.
Yeah...this is the one sore spot for me about the whole game re-design (and I am one willing to defend most of it). I never really have liked the concept of "hiding" recruits completely. I would have left every recruit as a blank player card (i.e. no ratings at all, but everything else) and no division listed until you pay for a ranking/scouting service. Especially for the reasons others mentioned above, transfers are not "unknown". It makes no sense to treat them that way; especially as they only enter during period #2. That is the one point that should be wide open. They could contact schools that match their preferences and self-perceived "division", but the fact of their transferring would be "news".
That also might help those trying to fill in EEs. I also suggested a second wave of internationals from new countries (e.g. Australia, Germany, Turkey, etc.) that only entered at the beginning of period #2 (A.D. email explaining eligibility issues from gymnasium to American Universities or some BS). That would create a small list of recruits that the EE schools and others that have suffered bad beats in period #1 could focus on in period #2 without having to fight uphill against 10 cycles of AP that someone else had already input.
Back on point, an AC search limited to "JuCo" might not be appropriate, but an AC search limited to "Transfers" totally would be appropriate! It's an easy add and it would not be free. So, I'm not clear on the downside.
