Hmmm.... I remember telling you ages ago that one of the primary keys to this game is knowing how to develop players. I remember telling you that, if you were going to sign a guy like that, then you needed to feed him starts and minutes to develop him.

You ignored me. Never have figured out how to develop players. I mean...look at Frank Sander! A starting guard that is losing ratings in BH & DEF. What the hell is that guy practicing?! On top of which, you use terms like "natural training" to describe what can only be described as "abject neglect".

As TJ suggests, if a coach is willing to make appropriate choices, then you can develop a player, especially a C or PG, with a WE between 10-15 at the start. They've got to be fed minutes very early on and you've got to make correct decisions about what to practice. It's not very hard.
I am kinda slacking in changing practice plans during non-conference to conference-play. That's the only part I am not good at never get around to it. Natural Training just means "the player practices and is run by sim engine and it develops that way". Lets not start this argruing please.
its worth going through the practice plan at least once at the start of the season - the default settings are comically bad - at least when I have seen them upon taking over a team

FWIW I reevaluate practice minutes and make small changes every 2-3 games depending on the player.

That's the ideal way to do, IMO. It's labor intensive but you can probably gain 10-15 points more points some seasons by funneling minutes off the reds and oranges when they switch over and onto the greens and blues.

"Natural Training just means "the player practices and is run by sim engine and it develops that way". "

This is incredibly inefficient. It's an awful idea. You are literally costing yourself 100+ of points of development each season.

I've decided I will not take anyone below a 25 WE. It's really frustrating seeing a player as a senior with still blues and greens.
Does it really matter if a guy has 78 LP and is blue or red?

Agreed - except, newbies should watch out for the lure of high potentials in areas that dont matter much

lets say you have a center. his ballhandling is 9 and green. That means he can grow a lot in ballhandling. But since he is at 9, he may improve slowly for a while. And how much does ballhandling matter to his performance.

Lets say the same center is also black in rebounding and at 55. BUT, lets also say that he was blue at the start of the season at 53 in rebounding. That means he can get the REB up to 73 ish.

Now, if you look and say - ah, I must move minutes from the black skill - REB - to the green skill - BH - that would be a mistake. REB is more important for a big man AND because he was recently blue you can see that he has big room to improve

Dont ONLY follow the lure of those green and blue potentials, think deeper thoughts.
