WE doesn't affect IQ either, Im pretty sure it's HS GPA that determines how fast a player gains IQ. Also the bump from F to D- after the first game is standard for all players regardless if they play or not. AKA practice.

How old is that document? Is that still standard for IQ growth in 3.0? My player with the lowest WE has had the greatest IQ growth of anyone on my team and I have always pointed that to his high HS GPA.
