One other point...time permitting, many progressive owners check the box scores. If they see someone resting key players, or limiting their play, they will bring it to the attention of their commish. The owner is confronted. They either straighten up and fly right, or they move on...
Simply put, they don't stick around long if they aren't wanting to play to win.
Put the above mentioned controls in place, and the inmates will help police the asylum...you'll be fine.
Also, make it a point to protect the integrity of your league. You don't want haphazard owners running a team into the ground, then bailing. Put a 2 or 3 season limit on the trading of future picks. Don't allow them to gut a team of long term assets. Failure to do so makes it more difficult in recruiting a replacement owner.
