He's referring to the players you draft in Rounds 1-24. Draft order for those players in round 25 is based on your total salary after round 24.

There is no limit on spending to the roster you create. It isn't your roster, it is just a pool of players from your Franchise that will be in the draft. The players you draft from each bucket will determine draft order. Lowest first to highest last. If I read it and interpreted it correctly!

After the first round of drafting (which will be determined randomly), the person drafting the cheapest player in round 1 will get 1st pick in round 2. After all the picks from round 2 are in, the person with the lowest combined salary (from rounds 1-2) get first pick in round 3, etc. If you go crazy and draft an expensive Bonds and '80 Brett with your first two picks, you are probably going to be drafting last (or near last) for a bunch of rounds.

By keeping your total salary lower, you will be drafting early each round... including the expansion bucket draft in round 25.

This is correct.

The roster you submit has no bearing on where you draft. We want "good" players in the draft, but we also want players that identify with that franchise (especially when it comes to full-time position players and starting pitchers). With my Twins roster, I included SP's such as Jim Kaat, Bert Blyleven, Frank Viola, Johan Santana, but not Kenta Maeda (who basically had one good year with the Twins).
