I have counted 397 players from 1947, 395 players from 1948, 384 players from 1949, and 387 players from 1950. It would take 400 players to fill 25 rounds in a 16-team league. Therefore, this draft will be reduced to 24 rounds. Starting in 1948 until further notice -- at least until 1950 and possibly until 1960, the year before MLB's first expansion -- each team's rosters will consist of 23 MLB players. To compensate, AAA will have 6 hitters and 6 pitchers effective immediately, as opposed to the planned 6/4 format. The level of AAA will still be below average.
The 25th player each season -- as well as the 24th player in at least the next 3 seasons -- will be any $200K non-clone player not from the season in which we are playing. These players will immediately be sent down to AAA for the entire season.
In order to have enough talent available in future seasons, only 2 expansions are planned: in 1969 from 16 to 20 teams when MLB expanded to 24, and in 1993 from 20 to 24 (in the wild-card format) when MLB expanded to 28.
