Also, with the Rule 5, there are only 2 teams involved in the transaction. The team losing the player in the draft have forfeited his rights to any compensation (beyond the $$ he gets for having someone drafted) by not using a 40-man spot on him.

The owner with the first Rule 5 pick has "exclusive rights" to any Rule 5 eligible guy he wants.

It is two owners "colluding" to make a trade whereby a particular player is not made available to the other 30 teams. Just like a sign-and-trade.

Just to put it another way, maybe the guy picking first isn't interested in the R5. Maybe he's not interested in said player. Maybe the guy picking 2nd is interested in the player. He no longer gets his shot at him because the guy picking first has been coerced into picking the player he desires.

Right?
