Again, just because he only got 4.25 doesn't mean there wasn't a bidding war. You're thinking only in the extremes that HBD provides using fake money. If he signed for 4.25 don't you think someone else probably offered him 3?

my point is that teams make significant scouting and player development investments in geographic areas. for example. the astride are one of just a few teams that have traditionally scouted Venezuela.
for all but the biggest name prospects, only teams that know the area would even be in the running. and yes, that may mean only 1 or 2 bidders
