Ok, answered my own question, I have a guy Roger Rivera, a relief pitcher who if he hits his potential, will have 70+ control, and splits, with decent pitch numbers, He was a 10th rounder pick 314.  So I guess, that anwers the question and confirms your post.

Where a player is drafted depends on a lot of factors.  I rank everyone I think could be a BL player.   Maybe only a few teams saw him.  Maybe some of them didn't see him as a BL pitcher.   Which, of course, is why I say any "sleeper" wouldn't be drafted in the 13th round anyway.  He'd be ranked higher and drafted appropriately.

In Flores' case as a BL pitcher, I was in the midst of a pretty good run and need a cheap option to eat innings at LRB.   He was good enough.  Except for his last two seasons, he pitched 5th starter quality.

The point is that over time amateur draft talent has been drastically reduced, to a new standard (if there is a standard).  Meanwhile, I'm questioning whether the talent levels of internationals have been reduced just as much.  I don't know, but it seems "suspect."  And that is why I'd ask WIS to look into it.

(Find another angle though, Mike, if you need.)
"over time amateur draft talent has been drastically reduced"

And the evidence to back up this statement is . . . ?
Wow.

IOW, you have no evidence.  Just an unsubstantiated claim that you won't even attempt to back up.  Got it.
