The Great Northeast in Rupp D3 just got all four 1 seeds, and we are taking all 12 of our teams to the postseason (8 NT, 4 PI).
For me, that's more impressive than a DI conference. DII and DIII don't have the built-in tiers of recruiting prestige, making it harder for one league to dominate.
In Crum DII, the Heartland almost pulled it off last season. We had three #1 seeds. We also had three teams in the Final Four but only one of them was a #1 seed. Our champion, Lincoln, played it's last three NT games vs. Heartland opponents.
Personally, it's easier to achieve 4 #1 seeds in D2/D3 than it is in D1, simply due to the level of skewness among the conf. In D1, there are generally 2 or 3 dominant conf with several tremendous teams each, while the other BCS conf are pretty good and the top team in those conf will also be very good.
In D2/D3, there are at most 3 full conf (and in some cases, 2 or just 1), and these full conf have tremendous advantage in seeding.
SoCal in Knight pulled off something like 4x #1 seed, 2x #2 seed not too along ago.
