I don't know about eliminating credits but I'd certainly redistribute them.    As opposed to the 4th place credits, I'd issue something to teams over .500 and missing the playoffs.   If a $4 credit can convince owners to drop 11 of 13 at the end of the season, I think it could spur a few to finish 8-5 and reach that magical 81-81.

Exactly. These are generally the decent owners who are or want to stick around, who should be encourage, imo. As it is the ONLY owners not to get anything are second place teams that don't make the playoffs.
