A worse problem is coaches having two teams in the same world.   Now that is collusion. 
Lots of coaches have muti teams in the same world the real issue is in the same div and worse close to each other. Cheating is cheating some folks just can't play any game fair.

Good recruiting strategy rather than collusion. Very possible he's trying to pull a fast one over you, making you think he's going to bail on the player if you respond "I'm very into him and I will sign him." At signing dump 15 CV and he signs the player. 

Real collusion need to have something like "oh wow, so you kicked my &&& and won an NC and now we jump on the same guy 1 cycle before signing. How about you let me take this guy (since you won't be able to beat me anyway in a battle) and when the same thing happens next time, I'll let you sign him."

The above message (paraphrased, not exact) is what I got in HD a month ago. Now that's an offer to collude. 
It is cheating read the dam rules!

Exactly.  To me it seems like an innocent waving of the white flag (with a small hope that you would respond with: I've moved on from him, have at it).

Collusion is an agreement between two (or more) parties.

This kind of thing happens in sports all the time.  I'm reading Moneyball now, that describes how Billy Beane frequently called his counterparts trying to get insight into what they were thinking.
It is cheating period! Knowing if someone is going to spend money or not give inside information that allows that coach to redirect his spending in other battles that is why we have thos rules. Man it ticks me off how many of you cheat or condone it. Play by the dam rules.

Collusion defined:

Potentially "attempted collusion", but not collusion until there is an agreement.  This could very well have been an innocent statement... I just don't want to vilify him just yet.

It dam sure was a attempt to cheat the fact he got busted did not make it less of a despicable act. He was trying to gain information that would allow give him a advantage in his other battles. Hell if I knew who was going to battle me and who was not  I can assure you I would land a lot more recruits. Play the game fair by the rules or quit.

There is just no reason to contact another coach that you are recruiting against ... no reason at all.

Maybe with the possible exception of something like this:

"I am sorry that I jumped on some of your players late.  I was out of town when recruiting started and I got a very late start."

AND ... even that can wait until after all the signings are done.

If you are contacting another coach behind the scenes, any knowledge that the two of you share is not known to the other coaches you are recruiting against.  If the knowledge gives either of you any advantage it is collusion.  Why even do it?
