Not sure the best way to incorporate this (from the programming perspective), but requiring a player like 2021 Ohtani or 1918-19 Ruth to only be a hitter needs to change.
These type of players are unicorns and to force them to only do one or the other is basically cutting the horn off the unicorn.
100% agree with this. I've always wondered about the reasoning behind this decision.

I think there are two potential fixes:
1) Create separate hitter and pitcher seasons, so Ohtani the pitcher is one player and Ohtani the hitter is another
2) Allow players who meet some criteria of minimum games at pitcher and minimum games in the field/DH to be used as both pitchers and hitters
1 would be the easier solution from a developer perspective, but it's an imperfect solution, especially for progressives. Since pitchers already can hit, now you can use pitcher Ohtani and hitter Ohtani in the lineup at the same time, which would be a bit much.
2 would be better, but would be a lot harder to implement. You'd have to have both PA fatigue and IP fatigue on the same guy, displayed separately. And you'd need to change the user interface and the back-end code to make it possible to move someone between hitting and pitching. And you'd need logic to determine what to do if Ohtani is in the lineup as both a hitter and a pitcher for the same game, but can only be used as one of those. And probably some other stuff I'm not thinking of.
I can understand why they didn't bother with this until now, as there wasn't a guy who fit this bill in 100 years and it seemed a guarantee it would never happen again. But hopefully they take the time to make it possible without introducing easily exploitable loopholes or breaking anything,
