If this one owner doesn’t submit, does he get replaced or does he just get no players?

I won't start until I have 24 1st round ballots. So, if an owner is on the sign-up list but never submits a ballot, he will be replaced with the first owner on the waiting list. This happened a few seasons ago. An owner signed up but didn't submit a 1st round ballot and also didn't open any of the sitemails I sent.

So far, there are no 0-fers. A couple teams have only 1 player and a couple with 2. One team has 9 and one has 10! We've had some 9s before but 10 players in the 1st round would be a record.

The suspense is killing me. I hope this mystery owner can find 5 minutes to write 12 names down soon
