The "Salary>Avg" column measures the salary of the players each team has rostered vs the average salary expected based on the positions drafted. This is a better indicator (than current salary) of where each person ranks in total projected salary. For example, footballmm11 was the 9th lowest salary coming into this round, but that's mainly due to the fact he's rostered 4 RPs and 2 Bench players (He only has 2 SP, for example). His team's salary, is on a pace to be the second highest salary.

On the other end of the spectrum, mllama54 came into the round as the 4th highest salary, but he's rostered 8 starting batters and 5 starting pitchers (no cheap RP or bench players), so his "Salary>"Avg" is only ranked 14th highest.

No. Must be from a franchise not selected.

What about the 25th Player?
The 25th round will contain all 60 bonus players (pitchers and hitters). The draft order is the same as the other rounds (lowest cumulative salary drafts first). Each owner will only be able to draft from the 6 franchises they did not select during the 24-round draft. So you won't be able to draft 2016 Kershaw (he is a bonus pitcher) if you already used your Dodgers pick. At the end of this round, every owner should have 25 different franchises represented on their roster.
