I believe it's the first ACTUAL season, not the first season in the WIS database, to which the 100 IP rules apply (as well as the last season). And three caveats: 1) it only applies to Starters; 2) a starter is defined as having at least half his seasons be as a starter as opposed to a reliever; and 3) it's IP, not IP/162.
