When a new owner enters a world, taking over another franchise, do the budget amounts switch to default settings or do the previous owners number stay?

If you mean a mid-season replacement, the budgets stay the same.   IOW, if he has 20m in training right now, he'll only have a 16-20m option next season.

If you move cities in the off-season, does your budget reset when you pull out of the world and come back in a different city?
