The "problem" is more likely the number of tardly pitching staffs and hitter-friendly ballparks. If a 99 power hitter faces pitchers with pitch ratings in the 60's and effectiveness vRHB in the 50's in Coors , he SHOULD be able to hit 90 HRs. It's the equivalent to Barry Bonds (who I would give a 99 rating) hitting off of a AAA staff.
Lowering the ceiling is essentially dumbing it down so guys that don't understand pitching won't get rocked.
