The only defense I have for that is if you are a winning team, say argument's sake, top 5 or 6 every season in a given world then spending $20-30M on a signing bonus is their way of getting what can usually equate to a top draft pick.

Now take a tanking team that gets a top pick, plus a $33M player payroll with plenty to transfer over to prospect. You end up with a team getting top talent in the form of the top draft picks and the best IFAs. Then you throw in the "most fair" way of assigning Type A compensation giving these teams yet another way to stockpile 1st round picks.

You have to demote them first. In order to remove them from the 40, you have to waive them. You can't remove a player on your BL roster from the 40.
