Look at the post of kcden's rookie league players. It's right there for everyone to see.
I just did it and the cycle just occured and the player was signed.. My payroll before I signed the player was $75, 401,514 and after I signed the player it was $75,401,514. So you can sign a draftee at the end of the season and not add to payroll, you will still have to pay the prospect bonus, but not payroll. Yes I understand you won't get the advantages of in season bumps, but you also get the advantage of having 1 more season before you need to put that player on your 40 man roster.
