Frozen rope - to answer your questions;

1)  Being able to draft IFs with OF ratings and vice versa (or catchers with IF/OF ratings) is only for drafting purposes.  Once on your team you can use them as you choose.

2)  With the starters rule my purpose is to avoid Maddux or Gibson starting 60 games for an owner.  My other purpose is to keep owners from eating up their 40 starts then tossing them out of the pen another 10-15 games.  Of course there will be 2 or 3 games during the year when you will need them out of the pen.  Also, there will be starters that are drafted and used primarily as relievers, or spot starters with 12-15 starts and as many relief appearances.  I'm just hoping that with 4 man rotations owners are forced to keep things relatively realistic and to utilize their entire team to succeed.
