Samuel- there is a draft order.  You cannot pick until it is your turn (so the Mavs are still available to anyone in front of you and franchises are exclusive so there will only be one Dallas Mavericks).  See the order above and on the first page. You draft your exclusive franchise at #13.  Then read the league rules to figure out how to build your squad.
