to set the scene: pretend he would be your 4th best RP, and an improvement over what you have, but not going to get fully worked since your bottom 3 pitchers don't get too much action.  but you also play in  league full of tards and don't really care whether you win 105 or 103.  in the playoffs he would be unlikely to pitch more than like 2 innings, even if you go to the world series.  he's probably not going to improve a ton this year, but if he stays in AA he can probably add 2-3 pts across the board.  so what do you do

1) call him up now
2) keep him stashed and either call him up next year or trade him to some tanker who will be happy that he can stash him in AAA for a while until he's ready to start trying.

I wouldn't bother with calling him up now if he's not going to pitch.  Seems pointless.   Stash or trade.

perhaps i should have clarified that he'd be used some, just not to his full potential.  maybe like 70-80 IP.  change anything?

If he's going to pitch 70-80 innings and only be a 2 win difference, which is what you implied, I'll stick with my previous answer.  If you get an injury, call him up then.
