I like to see a few 100% in my bullpen every day. 
My Hamilton staff gets by on 11 pitchers.  Most of the time on 10 actually.  Hochevar, my last pitcher just go into a game for the first time at about game 24.  Stayed w/ 11 pitchers all of last season.  I keep 11 because of the occasional extra inning game.

What you need to do is take a deep breath, and say "1 pitcher that can throw 55 pitches = 3 that can throw 15-20"

One pitcher at 78(100) is NOT the same as 3 pitchers at 78(100).

One pitcher at 100 that can throw 55 = 3 pitchers at 100 that can throw 15-20.

Further, if you are smart enough to have one that can throw 55, you probably have 2 or 3, thus you rarely have only one at 100.
