I always struggle with the innings as well. If you draft too many, the other teams beat you offensively because they know how to use every penny to squeeze out that extra hit or run. 3 of my teams are over .500 currently which means I am getting better, but I have two seriously derelict teams that seem destined to ruin my overall chances. For hitters, I try to envision a solid "team", with some speed, some pop, and some patience. I can't tell you how much $$$ per PA I spend. That is a bit too much for me. I do know if you put too much money into your bench, then again, the smartest owners will beat you offensively more consistently because they have, on average, a better lineup than you in any given game. This isn't meant as advice, because I have not actually earned the right to give it. In fact, I also welcome some feedback on my teams, especially the two duds. All I can say is keep trying! I have never had any owner call me out on my teams even with historically poor showings. They are professional and helpful when asked. Good luck the rest of the way!
