I don't think poor splits can be overcome.   A pitcher with splits in the low 40s just won't succeed regardless of anything else, IMO.   That said, a pitcher with a best pitch of 50 is gonna suck also.

What rating would you rather have at SS of these two?

75-90-85-85
90-75-85-85

I'd take the 90 range.    SS is a high volume position.    I'd rather he get to them and kick 'em than not get to it at all.
