I only have one handed arm on my ML pitching staff, how big of an issue is this?

First, let me say I think MLB is much more competitive than the salary cap whiners act like it is. There's no sure thing in the AL and the NL West. I'd bet big on Philly/STL.

I think so.

No.

There's no telling what will happen in the NL West.

The injury will slow him down. But, even with his somewhat so so pitches, he's a pretty good pitcher. Yes, I would keep him as a SP.
