I just resigned my FI who jumped up to 60 this past offseason.  However, my AA Bench Coach has a 61 fielding rating, but I was unable to promote him to FI.  I think if I'm gonna develop a guy, I should be able to promote him also.

You should have been able to promote him during coach rehire.

Well given the fact that WIS actually conducted a public survey on this issue and did not make a change, I'd say the system isn't changing in the immediate future.  So for the time being, budget for needing a FI that is more important to the entire organization than a level-specific coach when needed

I could promote him to bench coach, but not fielding instructor.
