Owner runs team with 0's in HS, Col, and Adv. scouting, and uses that money for IFA Scouting and Prospect budget. Owner doesn't sign any first round picks to save money, and then signs one stud IFA for $20m+. Good strategy for working the system, or going against the spirit of the game?

It's a viable strategy. In the end, I think it's bad for the world as a whole. In all likelihoood, his minors are wrecked. If he tires of HBD, someone will have to take that team that has no minor league system.
