Wouldn't they have less of a potential downside effect (i.e. 0 PWR guys hitting 12 HR in a year) if they made the minimum possible PWR rating 1 (and ran a script to bump every 0 PWR guy to 1)?

my guess is that the floor they are talking about was actually at zero meaning a 0 guy would never hit a HR.  Unless they overreacted, I'm guessing they bumped that floor up to 0.1 allowing a 0 power guy to actually have the chance to hit a HR.

Like I said.  No "minor" change has ever had the intended effect.

and that's my fear as well.  At least I got them to look at what I really was interested in.
