How much money are you going to bet on the Raiders to win the Super Bowl at 100-1 odds?

I'm having problems working Gussy  into my lineup (look at his stats thus far).  I'm playing Franklyn and Chuck in the outfield (LF & RF).  Clay  DH's and Eli is at 1st.  Right now Gussy is pretty much just sitting on the bench waiting for someone to get injured.  Is this how you would use him?

I'd probably try to work Gussy in at 1B some.  And Chuck is going to have some fatigue issues so I'd give him every 5th-6th day off.    I don't think I'd bench Franklyn or Clay until they show fatigue.

I think the Raiders will be the #6 seed in the AFC playoffs this season? Am I being too optimistic as a fan of the team or is my comment justified?

I insisted to anyone who'd listen that the Raiders were a 9-7, 10-6 team last season with an average QB.  I'm sure my fandom caused me to be a bit more optimistic than most.  I think Jason Campbell can be an average QB.   So I share your viewpoint.  I look at their schedule and see wins over STL, Denver, 2 over KC, Seattle and Miami.  I wouldn't be surprised if they beat TN, AZ, SF and Jax.  That's 10-6.  Now, in all likelihood, they'll stumble in a couple of those games.  But maybe they'll beat SD, Houston or Pitt.   And, maybe Indy will have their seed locked up by 12/26.  I still don't think 9-7 is unreasonable.   And 9-7 should give them a WC.

In my HBD team I have several pitchers that are doing significantly worse then their ratings would suggest we are roughly half way into the season.  In your opinion how likely is it that they will continue to stink?  Do players oftentimes start playing to their ratings suggest at some point in the season or if they stink in the first half do they usually stink the whole season?

First, you're playing in Dover.  Second, your SS is just barely a SS.  Third, your 2B could use a better glove.   Last, at a glance, I'd say your staff is about where it should be if you consider the first three things I mentioned.   Your biggest problem seems to be homers allowed.  Your home ERA is almost a full run more than your road ERA.   Sadly, I don't think your pitchers are going to do better.

Would you give this guy the 4-year, $24M deal he's looking for after this season? Note the two-point drop in range during the offseason at age 30 and the horrible makeup.

No.   I think he'll be fine, range-wise, for 2-3 seasons(he should still be above 80).   But he's not a 6m a year hitter.

Do you know the formula to set pitch counts for a four man rotation?

I've never used a formula for any type of staff.   I start with the recs and adjust.   In a 5 man staff, you can usually add 10-15 to the recs.
