Then go public. You think folding some current worlds is going to fill those private worlds that have been waiting 3 weeks
Go public, and potentially lower the quality. And bring in one-and-done owners, which then creates the same rollover problem three months from now.
If a world has gone close to a month without rolling, the owners should a) collectively work harder to recruit, and if that doesn't work, then b) be merged with another laggard world.
I have to figure the owners in the world want something to happen, rather than sit idly by indefinitely.
