Here are the
fairplay guidelines. The thing to realize is that, according to these rules, you can "collude" with yourself! [notice: "or attempted by a single user".] So, from admin's perspective, it does not matter whether two ids are controlled by one user or two. Sharing information with yourself under two usernames is "collusion" and the accounts may be punished.
The second issue to note is that WIS has been perfectly clear that it is not monitoring this on the front end; only after someone complains. I encourage everyone to narc on themselves! [Also, read Philip K. Dick's Through a Scanner Darkly....fun read.] The 1,000 mile rule was not invented to make any sense from the user's perspective, but only for administrative convenience of the admin! Complaint made...reviewed...one individual controls two usernames with teams within 1000 miles or the same conference...they lose....no further time needed in review. If the 1,000 mile/same conference rule is complied with, then admin has to waste more time reviewing...
I imagine there is a problem reviewing this for siblings, father/son, frat boys, etc. that might legitimately use 1 IP address. However, I think everyone would appreciate it if WIS made it a lot harder to have multiple teams in a world anyway.
