WIS's Baseball Sim and OOTP cater to two very different audiences. While you can do (to some degree) what WIS's baseball sim does in OOTP, you can't replicate the level of customization and configurability of OOTP in WIS's SimLeague Baseball.
OOTP is by far the best sim out there, with possibly the lone exception of Football Manager--but they cater to different audiences than WIS and are largely aimed at single player manager modes (not to say that both games don't offer robust multiplayer opportunities, but both haven't quite found the niche that a web-based sim like HD, GD, or HBD have).
~~I should note that of the above I have played all the games but I have very limited experience with SimLeague Baseball (played one season under a different account).
